The challenge

Government and PSU tenders often run to hundreds of pages. The criteria that decide whether a company can bid at all, such as minimum turnover, years of experience, certifications and location, are scattered through them. Bid teams read every tender by hand just to answer one question: can we bid on this? Most tenders turn out to be ineligible, opportunities are missed, and requirements that were overlooked surface late in the bid cycle.

How it works

Ingestion

Extracts text from the tender PDF and splits it into structured sections.

Criteria extraction agent

An LLM extracts eligibility criteria as structured data. A rule-based fallback fills in fields the model misses.

Eligibility engine

A deterministic engine, not an LLM, compares each criterion with the company profile and returns a clear Met or Not Met verdict that can be checked and cannot be hallucinated.

Draft generation agent

Produces a first draft of the response, covering the company introduction, eligibility statement, declaration and signatory section, as an editable Word document.

Conversational assistant

Answers follow-up questions such as "What's the turnover requirement?" or "Summarise this tender", based on the uploaded document.

Design principles

  • AI where it helps, rules where accuracy matters: LLMs handle messy language, and deterministic logic makes the eligibility decision.
  • Graceful degradation: fallback extraction keeps the pipeline running if an AI call fails.
  • Model-agnostic: works with more than one LLM provider, so there is no vendor lock-in.

On the roadmap

  • Human review step before drafting, and multi-user workspaces with an audit trail.
  • OCR for scanned tenders and support for regional-language tenders.
  • Compliance matrix export mapping each clause to its evidence documents.
  • Automatic tender discovery from GeM, CPPP and state portals.
